The Indiana Council of Community Mental Health Centers welcomes you to the 2017 Fall Quarterly Meeting.  This conference is focused on collaboration between Community Mental Health Centers (CMHCs) and Managed Care Entities (MCEs).  Through examining innovative approaches to care delivery between CMHCs and MCEs, that consider social determinants of health, access to care, and outcome based approaches, our organizations are better coordinated to ensure appropriate treatment for our consumers, while promoting an effectively managed Medicaid delivery system.  Attached is a copy of the conference program.


The conference program is designed to address administrative and operational considerations in implementing managed care based services.  Specifically, we will provide sessions on utilizing telemedicine to improve access to care, increasing collaboration around social determinants, developing innovative delivery programs, and focusing attention on administrative challenges around claims payments and credentialing.  In addition, the Indiana Council is pleased to present the new Indiana Medicaid Director, Allison Taylor, as our keynote speaker.  Ms. Taylor will describe her vision for OMPP, the importance of mental health and substance use treatment, in addition to the value of CMHCs and MCEs working together to improve access to care for the consumers we serve.  Finally, Indianapolis law firm Krieg DeVault will provide an important session for topics such as: Medicaid Managed Care payments and reimbursement, new Federal Regulations for Medicaid Managed Care, Alternative Revenue Streams for Indiana Medicaid, the pending Substance Abuse 1115 Waiver, Medicaid Managed Care Audits & Compliance, and Medicaid and Managed Care Pharmacy considerations.

Working collaboratively with MCEs is an important consideration for CMHCs.  Developing a strong relationship and partnership focused on a clear vision for healthcare delivery to high risk, high need consumers allows both CMHCs and MCEs to collectively address the coordinated health needs of Hoosiers.  While challenges exist related to the administrative aspects of program implementation, this should not deter our organizations from continuously examining ways to enhance our working relationship.  By taking the lead and ensuring our organizations are focused on the complex health needs for individuals with chronic mental health or substance use disorders, we can demonstrate the value to the State of Indiana of our provider system being the best designed to provide services while bending the Medicaid cost curve.
